For every 100 cigarettes sold in Brazil, 32 are illegal, according to a survey by Ipec

A survey carried out by Intelligence in Research and Strategic Consulting (Ipec), commissioned by the National Forum against Piracy and Illegality (FNCP), points out that, among the ten best-selling cigarette brands in Brazil, three are illegal. These are products that have not been submitted to national health safety standards, nor do they pay taxes. The FNCP estimates that approximately R$ 105 billion have not been collected in Brazil in the last 12 years. The survey indicates that the current market share of illegality is 32%.
