Nicotine pouches are classified as food
The pouches were launched in Europe about four years ago. Because they do not contain tobacco and are placed in the mouth similar to chewing gum, the nicotine pouches were classified as food. According to the EU regulation, these in turn may contain practically no nicotine (PDF). In Austria, however, nicotine pouches are hardly regulated at the national level, you can buy them easily. They are also legal in Switzerland. In Germany, the bags have so far been classified as food and not as a tobacco product.
